Kidnapping rules

In v1.2 some kidnapping cmds was added, /tie /untie, /blindfold and /removeblindfold.
Its also needed to make rules for theese features so it dosent get abused.

When you are going to tie up a person, its not enough to just type /tie. You have to RP it.
Here is an example of a RP kidnapping involving /tie and /blindfold cmd.

-Kidnapper with asosciate and victim are together in a car-
Ascociate sits in backseat with the victim.
Ascociate takes out a tazer from his bag and tazes the victim.
/me takes the tazer from his bag and tazes the man.
Now the victim is tazed(if he didnt manage to resist it somehow) and shouldnt be able to move IC.
Then the kidnapper takes his rope and ties up the victim.
/me takes his rope from under the seat and ties up the man. - and /tie
Ascociate takes blindofold from his pocket and blindfold the victim.
/me takes the blindfold from his pocket and blindfolds the man. - /blindfold
Now the victim cant move and cant see anything (Black textdraw over victims screen)

Now you are able to continue the RP like stealing his money, /me searches the man for valuable items.
For now this must be RPed, but i will add a /stealmoney cmd for stealing tied up players money.(Limit, max 5k can be taken with the cmd)
